Care in communityCare in the Community was a policy of the Margaret Thatcher government in the 1980s. The main aim and objective is to be more liberal to help the people having mental problems by removing them from victorian institutions and impersonal health centre and taking care of these mental disabled person in their homes. Effective and better psychotropic drugs to be available for the patients and proper care to be taken in their homes. Community care is the provison of health, social and welfare, education, and general care of people within their surronudings and community. Pragmatically, the term commnity care implies taking care of ill people outside of a hospital or other medical institutions. There were major changes during 1980s and 1990s because the ways the elderly and mentally challenged people were given support and help by the local and central government and by other health services. This positive steps popularized the community care system and there was rise in needy people for the support and help. This, coupled with an international recession and there was a cause for major concern that who is going to pay for such community care activities. It has being estimated that there are about 6 million identified disabled and sick people in the United Kingdom, the majority are elderly people more than 50 years.Most people can be still expected to be considerably active and healthy after their retirement but increase in age, risks disablity. It has been experienced that disability does not only affect older people it can occur in younger people and children. However,there are about 360,000 disabled children in the United Kingdom, that holds 3 per cent of the child population. The largest disabiled condition is learning disability clutches around 6 children in every l,000 births. Learning disability is further classified into two broad categories such as moderate and severe learning disabilities. Mental sickness can take various forms, the most common one is depression, which may be due to be age and social surroundings.Shizophrenia is another form of mental illness and which is very difficult to treat and can be stressful for the family, relatives peer group. In terms of community provision the pattern and prospect have significant changed for learning disability and mental illness.The long stay institutions and impersonal hospials have shifted responsibilities to local governmental authority and social services’ departments. But there is a continuing debate to bring about a consensus to take care of those people with special and effective health-care needs. There have been debates and discussions to recognize the significance of promotoing a policy of social and medical care for the diabled mass of the community. There were rise in misunderstanding and differences on policy making concern and financial aspect. Financing Community CareThe British government of the its community care reforms has changed the financial strategy and funding basis of community care. Financial aids and funding goes to new assessment and care management systems, which is co-ordinated by local authority social services departments. Most of the local authorities have chosen to make charges for certain services. Presently, there is effective community care system has being initiated by different countries for their community development. A strong disability voice and rights movement has emerged through out the world, and there is a detrmination and strong belief among the disabled people that they must have the right to live in the community availing all the community facilties and to have rights and control over their own lives. The mass consiousness and awareness among people and countries have set up reformed community care system for the disabled people. Different non government organizations and voluntary organizations are funded by international or national community to be a part of effective and positive community care system in every levels from urban to rural areas to take care of the disabled people.
